I'm a little confused here - what two Austrias are you talking about? Also, Maria Theresia wasn't just a queen - she ruled several different countries in personal union, and as such had several titles, like Arch Duchess of Austria, Queen of Hungary, Queen of Bohemia and so on...

Other than that, it's a lovely picture - though not periodically accurate, and since she always wore a wig, we don't really know her haircolour...

As for the flag - the colours date back a very long time, it is said that one member of the Hapsburg dynasty wore a sash when he went to war. When he removed it, his clothes were dyed red with blood, save for the white stripe. Hence the colours.
