What makes a model official

I've been thinking about this recently. Exactly what makes a model official?
Is it official if a professional made it? Does the model have to be Japanese to be official? Or does one simply have to make it by hand? However, there are some edits that some consider "official models".
And why is it that when someone who is not Japanese makes a model, it's not "official"? Does the quality of the model depend on the ethnicity of its maker? If so, then that makes no sense. Why can't non-Japanese make "official" models? And another thing, why is  it that the Japanese are so revered in the MMDC simply for being born in Japan? I understand that it may be because many of the modelers are Japanese, but there are also modelers who are not Japanese at all, and sadly go largely unrecognized.
I don't believe that you have to be a professional to make official models. Heck, most modelers don't do 3d modelling for a living. Most do it as a hobby/ for fun.
This is just something that made me wonder, what exactly is an "official" model?

This is just my reasoning, but it seems like the models that people call "official" are usually, as you said, he ones that someone spent many months making by hand in a 3D modeling program, then rigging, and they are usually pretty much the cream of the crop, so to speak, as far as models for that particular character goes. I think it just so happens that most, if not all, of the creators of these "official" models are Japanese because A.) MMD was made in Japan, B.) Most of the models made are of anime characters and anime originates from Japan, so it makes sense to overseas users that the Japanese would know more about the character (Don't ask why . . . That just seems to be the consensus of people I've spoken too . . .), and C.) For whatever reason, Japanese models seem to be better with technology and the programs used to make the models than us Americans . . . Not to say that this is ALWAYS so, but it just seems to be true.

Well, that's my take on it anyway. And by the way, that Chibitalia icon is ADORABLE!
